Any ideas how to install this package silently?

Well, could you tell us some more on the procedure you are using to install silently? Are you using a batch file? Which is the command? I'm asking this because, honestly, it's never happened to me that provided manufacturer switches (especially from MS) failed.

I extracted the package, created a CUSTOM.MSP and installed it using setup.exe /adminfile CUSTOM.MSP
