open button does not work when download or open

If i Download something and click open to install online, the open button is'nt active and won't activate by clicking...

I first have to click on the boks "file download" one or more times.. then the open button can be clicked.. ?

The same if i open a PDF from my mail..

anyone seen that before?

HP touchsmart 1160 win 7 ultimate 64 bit..

Did the same with the preinstalled win 7 home
