Today I tried to access http://www.captaincrawl.com/index.php which I normally have access to, but for some reason I get a 403 error with the following.

New XAMPP security concept:

Access to the requested directory is only available from the local network.

This setting can be configured in the file "httpd-xampp.conf".

If you think this is a server error, please contact the webmaster.

As far as I can tell, it's working fine. Maybe it was just down when you tried it.

Yeah, I think it was to do with them having a beta version available.
