OOBE EULA ONLY?

Building 50+ machines a week and each machine activated with a new windows 7 COA in AUDIT mode by hand.

need a way so machine only asks for user to agree to M$ EULA and create user accounts. doesn't ask for KEY, or reactivate ect.

build xml like that and remove everything in <settings pass="oobeSystem"> starting with <OOBE> I think would work
