Word 2003: The invinsible bullet point?

I'm having a problem with creating bullet points in word. It was working for the whole document, but at a certain point, it stopped and it is so frustrating!

I created a table of content on word. I wanted to add a section in between two sections. So I clicked on the beginning of the section before which i wanted to add the section. I created a section break, and then wrote down the heading on the page that I created with the section break. Now here's where the problem starts. After I write the heading, I hit enter, but instead of going to the next line, it just does a mini tab function. Weird, but I didn't think much of it, I just hit enter again and it goes down to the next line. I give a couple of lines between the header and where i want to add text, and I hit the 'Bullet' key on the top. Instead of creating a bullet however, it shows that there's an indent (when it indents to create the bullet), but there is no bullet, and the cursor stays at same spot. Sorry for the speed of the vid, but I hope you guys get what I'm talking about. About 16 seconds into the vid, you'll notice the mini tab like thing that happens after i hit enter. I have been googling it, and trying to fix it for some time now, and I just can't figure it out. Maybe you guys here know what's happening. Any help will be really appreciated.

When I start typing, the bullet appears. But that page is the only page where it does this. All the other pages, when i click on the bullet button, the bullet appears as normal. It just bothers me when something doesn't work the way it's designed/supposed to work. So I just want to know what is happening; why is it happening and if their's a possible solution, what is it.

By patch, do you mean is it updated? I went on the MS website and checked the updates, and most of the updates available are regarding security.
