try these for your phone (youll still need Motorola Phone Tools or another suite to do any with the device)

the installer even makes no mention of your laptop (closest is the 1520) but the Hardware ID (Vid_05a9&Pid_2640) is in C:\dell\drivers\R160323\CTDriver\Oem002\OEM02Dev.inf once you extract the drivers. If the installer fails to install the webcam, try point it at that file using the "Update Driver/Found New Hardware" wizard.
