i think you can do that with 7-Zip, just, with 7-Zip, create a new file named "LOGONUI.EX_", and put your logonui.exe into LOGONUI.EX_, and then add it in your iso file

After my LogonUI.exe is saved in $OEM$\$$\system32

where do i placce this tweak & how to automatically add this tweak to registry after compeleting Xpinstall.so that my own logonui.exe will be executed.
