cluberti
Might want to use process monitor with a filter on HKCU\Software\Microsoft\Windows\CurrentVersion\Internet Settings, so you can see what process is overwriting your changes with it's own. At least you should see which .exe or .dll does it.

cluberti
If a device on your network, or your ISP, has a wpad configured (sounds like it may be in your ISP's DHCP configuring it to where IE is downloading it), then it will be downloaded by IE and applied even if you delete it the next time the cache timeout for it expires or IE is closed and re-opened. You need to contact the ISP (which looks like Shaw Cable) to see why they are pushing down a proxy PAC file to your machine. Note that if you go into IE's connection settings and make sure NONE of those options are checked, technically it should never check for a PAC file again, unless you've got other software on the machine that resets the setting, of course. Otherwise, use a non-IE browser if it's really that much of a problem.
