A little assistance please (Build 7100)

I'm pretty sure this is something simple that I have overlooked. Is there a way to stop those windows from popping up when you place your cursor on an item in the desktop?

Hi yes there is no classic start menu anymore but if you bring up the task bar properties, choose start menu tab and then choose customise you can change settings.
