Windows Explorer: How do I turn File menu on/off

I turned this on and don't remember how I did it and now can't find the setting again. I've googled for a solution and came across a group policy setting but that's not how I did it.

Anyone know where this setting is?

nm, I found it again. Organize > Layout > Menu Bar
