How Do I see the Security Tab in XP Home?

This I originally found on Doug Knox Page

but the link he gives don't allow download. I found alternate download link scesp4i.exe that works and its on my page. If that link disappears I can post this thing on my page. This enables the Security Option when you right click on anything and choose properties. Read what he says because setting permissions wrong can lock you out.!!!!

EDIT: I forgot to add I been running this for about 2 weeks and its way cool if you want or need this. It should have been there in the first place, Do ya hear me MS
