Windows XP Start Menu Black Box Problem

I'm using Windows XP Pro (SP3) and I have this black box problem on all user profiles start menus:

I tried different themes no luck

I tried using Taskbar Repair Tool Plus! no luck

BTW I saw logitech webcam drivers cause this however I don't have a webcam or those drivers installed.

Any suggestions or solutions, thanks!

So what's the problem? You cannot get themes to work? Check that the Theme service is not disabled and is started in services.msc.

The problem is that "Black Box" it appears on every theme every users start menu instead of showing recently used programs and internet/email programs.

I see you modified your post after I last posted.

Try switching to the Classic Start Menu temporarily.

Try creating a new user profile and log into it to see if it has the problem.

Did you modify the resources of any system files or use any apps that do this?
