Office 2003 cannot recover deleted items

Hey guys I have a user here who does not have the option to recover deleted items from her outlook

I am using office 2003

I tried the registry hack

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Exchange\Client\Options

DWORD

DumpsterAlwaysOn=1

I restart outlook and it still does not work I still do not have the option

I reinstalled Office2003 completely it is still not there

I tried using the registry hack VIA a domain admin account it still does not work

Has anyone had this problem?
