Whenever I start an action that should prompt the UAC window into popping up and asking me permission I enter in my admin credentials then the system locks up with the whole desktop grayed out untill I press Ctrl+Alt+Del. Does anyone know a solution to this problem?

This happens only on a user account.

If you're a member of the admin group. The system is set to only prompt and not prompt for credentials. If I set it to prompt for credential then the system will freeze and I cannot do any admin stuff.

It is a video card driver issue, and if a newer driver does not resolve the issue there is an option. It is less secure, but you *can* disable the secure desktop prompt - again, I would *not* recommend this for security reasons, but, if you can't use UAC otherwise it is better than disabling it by far.
