Welcome Screen + User Accounts

I want the stupid little welcome screen to come up, but only prompt them to create a new user account. I'm using this CD for work, and because work doesn't like sending us out to go do it ourselves, they have people in the area that arent all that computer literate, so i've been creating an unattended CD to pretty much do everything for them. And the only thing is, is they need to create a user account for the different places, and it would be easier if there was some sort of prompt for them to type in the new user.

On the welcome screen, all I want is just prompt the user account, no activation, no registering, or any of that, just create an account.
