Outlook 2003: error importing .prf

I'm trying automate setting up outlook profile. I created a prf using CIW. I've tried to import the .prf on a fresh install by double-clicking or running

Outlook.exe /importprf \\server\share\test.prf

In both cases, I get this error:

Personal Folders (titlebar)

'This information service has not been configured. Select an existing file to configure, or type the name of a new file to create.'

then a window pops up to browse for a PST

If I browse to the pst everything works ok, but I don't want to do this interactively.

I have the path to the pst in the prf

I tried using UNC and drive letter...no dice.

The .pst had a password. Removed password and it works fine, now.
