Portable Access 2007

I have made portable ms access to use with my mdb files

the problem that i have office installed on the computer

so the default open with is "microsoft office access" and its associated with it by default

now for my username i can let it work by choosing right click on the mdb file >> open with >> choose program >> locate my portable exe file >> then tick to use it always >> ok

but when another user is using the computer so it will use by default also the normal office access ,

Q1- how i can make it default player for all mdb files for any user uses this computer ( by registery ) ???

Q2- is it allow by microsoft low to use portable access on computer that office is installed and licensed ? i mean can i use it based on the main license which is for this computer ?
