How is Nlite.inf Invoked?

I've been reading on how unattended Windows installation works and one thing I can't figure out is where is nlite.inf invoked from when cmdlines.txt isn't present? From my own usage I can see that cmdlines.txt isn't always present and Nuhi has commented (http://www.msfn.org/board/index.php?s=&showtopic=79960&view=findpost&p=542393) that it isn't always necessary.

Searching topics and my Nlite-ed image has been fruitless, so what is invoking it? Nuhi, anyone else?
