set up ftp

can someone please tell me how to set up an ftp server in vista? i have filezilla server, and its asking me to connect to a servers ip right at the get go, but how can i connect to a server that doesnt exist yet?

im really really confused. i cant believe how hard this is. ive been googling for weeks. i cant believe theres no decent step by steps online ANYWHERE. please dont skip this. please help me.

It's asking you to connect to the admin port, default is 14147
