Forwarding rule for sent item in Outlook 2000

Hi, I would like to create a rule to forward emails in Sent Items without sender or recipient knowing or appearing in the "CC" column. Example, user A sends out an email, user B will receive a copy without user A or the recipient knowing it is forwarded to user B.

Appreciate any suggestions. BTW, server is Exchange 2000 and email client is Outlook 2000.
