Suddenly unable to run System Restore from MCE

I am attempting to run System Restore from both the Icon and nothing happens - no screens, no listing of restore points, nothing. When I attempt to run from the Command Prompt "C:\Windows\System32\rstrui.exe" I get a file not found message. When I go to c:\Windows\INF\sr.inf and attempt to install, it askes for the SP3 Installation CD. Can someone tell me how to get my MCE back in working order. I don't want to install Office 07 without a prior restore point and I'm stuck right now.

if no system restore - do a disk image. If you don't like office 2007 - restore from image.
