Logitech Precision gamepad issues - device detected but no input

I am having a very strange issue with this gamepad. When I have the controller plugged in, Windows detects it and it appears in the Game Controllers tool under the Control Panel, however get no input when I press the buttons. This is in games and in the calibration tool.

I know for certain that the controller is not broken because I have tried it on other computers. Device manager tells me that the controller is functioning and I have even gone to the Logitech website and downloaded their profile tool/driver package and I still don't get any input when I press the buttons.

At first I thought that I might have removed joystick support in NliteOS but I figured the controller wouldn't have been detected at all if that were the case. It seems like there is some low level issue with the inputs, I just wish I knew where to look. Does anyone know of additional drivers I should install or a flag in the registry perhaps? I'm very confused, so any help on this would be greatly appreciated.
