How to turn off 98SE USB hardware detection

I want to force 98SE to either use the MoBo USB drivers or to make 98SE so that it will not detect the USB at all. This is because when I try to load 98SE on my USBHDD I can get it to boot to safe mode as the USB divers/detection is disabled but when booted in normal mode it gives a IOS error message that also says something about IOSUBSYS. I can post the whole error message here if asked. After I finish this I will post a full how-to-install-98SE-to-USB.

Suggestions are welcome.

Hardware:

MoBo: PcChips M848A V5.0 Socket 462 (old junk but has USB BOOT SUPPORT)

Ram: 2 GB

CPU: AMD 1.8 Duron (soon to be melted down due to extreme overclocking :)

USB HDD Device: Sabrent USB 2.0 to IDE/SATA Cable for 2.5-Inch/ 3.5-Inch / 5.25-Inch Drive with Power Adapter

Maybe it's sufficient to remove Usb.inf from \Windows\Inf. Windows should detect the USB controller and should not be able to install a driver.
