Can a workstation still hold the bad DNS cache even if the system has been re-booted.

Would putting in the DNS records to static be better than relying on the dhcp to insert into the cache????

Your DNS cache will be flushed when you reboot, however, do keep in mind there are multiple levels of DNS cache that may not have been. Your router will cache DNS, your ISP will cache DNS, and the forward lookup servers of your ISP will cache DNS.
