I have 2 problems, one on 2 different machines.

1. My taskbar and startmenu does not show up. This is on a Dell laptop.

2. I am unable to install programs, specifically Spyware Doctor on my desktop. I click the setup file but nothing pops up.

might be infected wif virus

try going into safe mode and do a full scan of your system

Also might be nice to provide info on when this all started - like you installed xxx and now yyy is happening or I visited site xxx (i'm sure it wasn't really xxx) and now yyy won't work.
