Windows XP Home, SP.2 fully updated (tho' not yet to SP.3)

I want to use the Touch.exe program mentioned here. I downloaded the Reskit, copied Touch.exe to the windows\system32\ folder and tried to open it in Command Prompt but got the message that "the system cannot find c:\windows\system32\touch.exe".

The file appears in the correct location when Dir is run, it can be Copied to another folder, it can be opened in a Text Editor, it can be Deleted, it is found using Search but cannot be found if any attempt is made to Open it using Start>Run, in Command or Cmd or Windows. Some other files in the Reskit cannot be found if an attempt is made to Open them, others in the Reskit Open without problem.

Got me beat, any explanation please. See the attached for examples of the problem.

BTW it will not be of concern if the program file cannot execute, just befuddled as to why it cannot be found.
