"The system is not fully installed" after reseal

I removed lots of components of my xp-sp3 installation cd and then I installed it under ms-dos 7 with winnt.exe.

That lite-xp works perfectly.

but one day I reseal it use the microsoft sysprep tool (of course the newest version which for sp3).

When I boot with it, the installation interface didn't appear instead of a prompt said that "The system is not fully installed." and so on. Then I can do nothing except click the "OK" button to let the system reboot and prompt me again and again.

What's the problem? Did I remove too much components ?

Which components missing can cause this problem ?
