Standard TCP/IP port

It seems TCP printing - Standard TCP/IP port, LPR & network requires that snmp be enabled.

Two questions:

1. Anyone know if this is true

2. Is there some way to add snmp without doing complete system reload?

PS: I've spent 6 hours trying to get this to work, if it's readily documented somewhere, kindly point me to the place it's documented rather than blasting me for being an id***.
