Cryptographic Service =/

Somewhere I read a topic on Cryptographic Services, and how to remove it.

Now, it turns out I need it to install Windows Installer 3.1, and I cannot find how to since it no longer shows up in services.msc.

The command I used to delete it was SC Delete CryptSvc.

Any way to reinstall it?
