Issue I found with UAC

If you REMOVE "User Access Control (UAC)" and set the option under tweaks of UAC to "Disabled" you will end up with a "to install this application, the local security policy option "User Account Control - Detect application installations and prompt for elevation" issue. I'm pretty sure that's the cause, I just burned 2 CDs of Vista Ultimate and that was the only difference.

You can have this error with uac installed on your computer. do this in cmd before installing your software

REG ADD "HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System" /v EnableInstallerDetection /t REG_DWORD /d 1 /f
