it is possible to separate the applications and drivers (wdm) in different ring to avoid the blue screen?

somebody knows if it is possible to create this project?, something similar to virtual ring executing in kernel mode

Windows 98 works everything in kernel mode (Ring 0)

No it isn't possible without rewriting the kernel and much (almost all?) hardware drivers.
