.msp Access 2003 Sp3 Hotfix

Trying to create a completely silent install for the hotfix provided by Microsoft for KB945674. Its a .msp file and I've trying using the switches /quiet and /qn but both at the end pop up an ok dialog that the user will need to reboot for the patch to take affect. Any idea how to completely suppress this?

Restart Options

/norestart

Do not restart after the installation is complete

/promptrestart

Prompts the user for restart if necessary

/forcerestart

Always restart the computer after installation
