Add "Safe Mode" in "Turn Off Computer Menu"

Is there a way to add "Safe Mode" in the "Turn off computer" menu? (not the Boot Menu)

I want something similar to BootSafe but without using a separate program, but incorporate it within Windows "Turn off computer" menu
