Missing Option to add Internet Explorer Icon to Desktop

I've noticed that in the last couple of months, the option to add/remove the Internet Explorer Icon to the desktop via the Customize Desktop button on the Desktop Tab in the Display Properties. This option only dissappears after updating via Microsoft/Windows Update. Does anyone know what Hotfix changes this and why it was so important to remove that option and is there anything I can do to put that option back.

Hotfix : 943460 File : shell32.dll

if you want restore ie icon. Use microsoft powertoys.
