ICF, No internet connection firewall in XP

After several attempts to lean down XP Pro, I can"t figure what I'm doing to cause the ICF to be lost. I keep getting WMI errors in the dialup config.

Anyone experienced this and is there aq fix?

I'm using nLite 1.4
