How do you permanently switch off toolbars in Word?

I have selected various toolbars I want to see every time I open a particular file in Word. Even ANY file would do.

But no matter that I've set them up and saved the file, the same bloody set of (unwanted) toolbars keeps reappearing. I think I am going to bite somebody, possibly a client.

This is MS Word 2003, Service Pack 2, if that's relevant.

What version are you using? This might help other people with your problem.
