XP logs off instead of shuts down

Hi everyone I have a problem in xp which started a couple of days ago. When I try to restart or shut down my laptop it only logs off. After nearly ripping my hair out I managed to reinstall xp without losing any of my already installed programs hoping that it would solve the problem but it did not.

I really dont know what to do now. It will turn off or restart after it has logged off but basically i have to do it all twice. Any help would be greatly appreciated. I have tried searching for this problem here on the forum and in google but cant find anything

Do you mean you have to manually click shutdown on the logon screen for it to now shutdown?

Make sure there is nothing weird in:

%systemroot%\System32\GroupPolicy\Machine\Scripts\Shutdown
