Can't get the 3D Flipping feature to work - Can't find the Sni

I ran into some info on the 3D Flipping feature. Microsoft Vista says it's available in the Ultimate Edition of Vista. I tried the Win+Tab keys to get it to pop up but I am not getting this feature, instead I am seeing the old XP style Tab View of running applications(mini-menu).

Also, I read that the Snipping Tool is also available with the Business Edition. I can not find anymore info on these tools even using the search. Of which I read that typing in something in the start button search will lead you to most tools, like the memory diagnostic, just type memory and up it pops up.

Thanks in advance for any info concerning these two issues.

P.S. Just remembered, I did set performance to the best performance option. Could this be the reason?
