Cannot Load Office 2003 on Vista Home Basic

I cannot get Office 2003 to load on a Dell Inspirion 1521 notebook. The error message says Files\Setup\Setuppro.ini mis missing or invalid. I could load office on a new HP desktop running Vista Home Premium. The office software is a employer copy so I am not limited on number of installs. I have tried to run the insatll as an administrator, I have turned off account control and also changed settings using msconfig. Nothing works and I get the same error message. All suggestions are appreciated.

Remove all other versions of Office and Works, looks like the setup is pointing to another installation CD.
