How to limit bandwidth for specific ip using isa server 2000?

I have 1 Mb dsl link and many of my clients use to download p2p & other stuff and cauz the slow speed in whole network.

I wanna stop this. Is it possible using isa server 2000 or should I search for 3rd party software?

Thanx. But I have more than 70 clients so I can't use this. Is it not possible using Isaserver 2000 without any 3rd party software?

If it is not possible then tell me how to block an ip to maintain internet speed temporarily?
