installing SNMP 2003x64

trying to install SNMP unattended

I've gotten this to work on every other windows install using:

[NetOptionalComponents]

SNMP=1

in my sif file. but for some reason it is not working on this Win 2003 Ent x 64 disk

is there a reg tweak I can add to my 'tweaks.reg' file?

not sure what other files to check. this has turned into a two day hair-puller.

any help is greatly appreciated!
