Possible to make system locale install English and Chinese?

For Windows XP, I was told that I can't set the system locale to both Chinese and English. As a result, when I install Chinese applications, the fonts appear as jibberish. Is it possible to install both languages for system locale so that I can see the Chinese fonts in Chinese applications?
