Need to alter inf file

I'm trying to install a dial-up neworking adapter so that I can use my highspeed wireless card with urlsnooper (http://www.donationcoder.com/Software/Mouser/urlsnooper/index.html) and vista isn't allowing me to alter the netrasa.inf file to do this. Everytime I try to save the new file with the changes that I need to make I get a message telling me that It cannot create the file. Make sure the path is correct. Can some on tell me what I need to do to sucessfully alter this file?

Make sure you have ownership over the file itself and its location.

I tried that and it didn't allow me to gain access to the file. The only user that is allowed to change the file is "Trusted Installer". Who is that?
