Can a wireless laptop dial out using dialup connection? or does it need a dialup modem installed for this reason? i.e. i want to have my user with a wireless laptop to dial into our network.

There may be a way to do this(?)...but the simple answer is no, you can't use a wireless connection to connect to a dial-up router, you would need a modem.

ok what if a wireless laptop has an internet connection established. Can he then connect to a VPN connection?

Depending on how the VPN is set up, yes--you should be able to do that.
