Question about language bar

Hey, I made a vista lite copy of my ultimate, but it seems I cut off the language toolbar. What is the services or component that i should leave so the toolbar remain active. It is a problem that restrict the OS to only one default language no matter what i do, which is very annoying. Any advice will be appreciate it.
