    You would have to edit a number of Registry Keys and only for the current user so it might be a good idea to do this in Default User... 'HKCU\Control Panel\Colors\Background' - Set this value to the colour required 'HKCU\Control Panel\Desktop\Wallpaper' - Remove this value With regards to locking this down the only way I know would be to remove the tabs for Desktop, etc from Display properties... Hope this helps
