  1. Oh, this method does not require a phone line. You just install this protocol, then run RASPPPOE.EXE and it finds available services in your local network. Then it creates a Dial-Up Connection for your Ethernet Adapter. You connect to internet just through Ethernet adapter. I'm sorry for bothering you. I've checked dll's used by RASPPPOE.EXE : INDICDLL.DLL , MSVCRT.DLL , OLE32.DLL , RPCRT4.DLL , TAPI32.DLL , VERSION.DLL ADVAPI32.DLL , COMCTL32.DLL , GDI32.DLL , KERNEL32.DLL , SHELL32.DLL , SHLWAPI.DLL , USER32.DLL but I don't know how it may help.

PPPoE as a method for establishing PPP connections through Ethernet adapters is described in RFC 2516 and is used by many broadband service providers to allow authentication and maintain the familiar "dial-up experience" when connecting to the Internet through a broadband modem. And when I replace 98SE files with Me files I can't see my ISP.
