have you tried running the setup process with compatibility mode for one of those OS's?

does 2003 sp1 (or even just 2003 itself.. i'm not too familiar with it yet) have some of the more controversial restrictions in its network system that xp's sp2 does, such as less accessibility to raw sockets and a limit on the rate of establishing new connections?
