I've done that but to no avail

I am getting really wound up with this one. I can't keep my pc shut down it will only restart. I have checked for viruses and adaware shut my services down one by one and the only thing I removed that let it shut down was the dhcp client. But obviousley when I did that I couldn't get onto the internet. HELP!!!!
