Wirehead

I have a PC that will not allow me to connect to the internet from any application, including a browser. I can however go to the command line and successfully ping any address, receive a response, and no lost packets. This is however limited to only one user account on the PC. All other user accounts can connect fine. Any suggestions? Deleting the account is the last thing I want to explore. Thank you...
